The SNU Guideline for Operation of the Portal

Article 1 (Objective)
This guideline aims to stipulate the procedures and criteria for accessing the SNU portal (hereafter referred to as 'portal').
Article 2 (Access Qualifications)
Access shall be granted only to the classified under one of the following groups as stipulated in Article 2, SNU Guidelines for Account Management.
- 1. Faculty Group, Staff Group and Student Group
- 2. Retiree Group and Alumni Group
- 3. Institutional Group
Article 3 (User Account)
A user account’s allocation, application procedure, allocation method, term of validity, modification, and deletion shall conform to the SNU Guideline for Account Management.
Article 4 (Service Requirements & Request Procedure)
- ① Service requirements available at the portal shall follow each of the following.
- 1. Services shall be targeted at faculty, staff, and student groups.
- 2. Services shall serve educational, academic, research, and administrative purposes.
- 3. Services shall be limited to a system which is developed in accordance with SNU Guidelines for Administrative Information Service.
- ② To provide a given service within the portal, prior consultation shall be made before ordering a project on system creation, and this system shall be constructed pursuant to the Guide to the Portal Web Style & Development.
- ③ A request for an information system's link within the portal shall be submitted to the Chief Information Officer.
- ④ Online banner can be directly posted by faculty and staff members and a banner shall be posted for up to 7 days. Duplicate or consecutive posting of online banner by same institution is not allowed.
- ⑤ Groups of faculty, staff and student are available to post event but prior authorization from the Division of Student Affairs is necessary for student group.
Article 5 (Webmail)
- ① The allocation and management of e-mail accounts shall be pursuant to Article 2 (Access Qualifications) and Article 3 (User Account) herein. But, suspension of an e-mail account shall be suspended for 60 days after the expiration of the term of validity, and it is available during the suspension period.
- ② The storage period for e-mails saved in the mail server shall observe each of the following.
- 1. Stored mail is possible to be kept within the disk space quota.
- 2. E-mails of the trash and spam mailbox will be automatically deleted after the mail storage period which is determined by the Chief Information Officer.
- ③ In an outgoing mail attachment, the general size quota and the maximum number of e-mail delivery shall be respectively determined by the Chief Information Officer.
- ④ Mail backups won't be separately provided; thus an individual user shall utilize the mail management feature for the mail backup.
- ⑤ If an e-mail sent by a user suits any one of the following, it shall be construed as spam
- 1. If it runs counter to the provisions & guides of the Act on Promotion of Information and Communication Networks Utilization & Information Protection
- 2. If a user makes fraudulent use of another user's e-mail account
- 3. In the case of an advertising e-mail sent to a large number of people without their consent
- 4. In the case that it is sent by an adult website and it contains obscene and suggestive information
- 5. In the cases of illegal e-mails, such as a notice on loans and a chain letter
- 6. In the case of an e-mail disguised as official mail from the administrator or an e-mail disseminating false information
- 7. In the case of a phishing e-mail aimed at soliciting personal information from users
- 8. If it is acknowledged as spam on an objective basis
- ⑥ If a computer sends a spam e-mail as set forth in Clause 5, Article 5, it 노 no longer have to access to the campus computer network. If such spamming continues, this user ID will be permanently deleted.
- ⑦ To send e-mails to recipients beyond the maximum number of simultaneous delivery, separate application shall be made for large-scale e-mail service.
- ⑧ The use of mail disk shall observe each of the following.
- 1. The use of mail disk by job position is pursuant to [Appendix 1].
- 2. If the amount of disk usage is greater than 90% of the size quota, a notice will be e-mailed to its user, and the receipt of new mails will be blocked if the amount of disk usage exceeds the size quota.
Article 6 (Bulletin Board)
- ① The competent office (department) with web posting authority and operational responsibility of a bulletin board shall be pursuant to [Appendix2]. The bulletin board with an asterisk(*) from [Appendix2] should be posted in both Korean and English.
- ② If a new bulletin board needs to be created, the applicant must designate the office (department) in-charge of the operation of a bulletin board, obtain approval from the head of the office (department), and then request the Office of Information Systems & Technology for an official letter.
- ③ The office (department) in charge of the operation of a bulletin board shall monitor its bulletin board on occasion, and if there is any article in violation of the inherent characteristics thereof, it shall quickly handle it in accordance with Clauses 4 & 5. Prompt response shall be made to general articles, such as counseling or a proposal.
- ④ If a user's open article meets any one of the following, the operator in charge of the bulletin board can delete it under the authority of the head of an organization without prior notice and then notify the user who posted in on the board. In the case that a dispute arises out of the deletion of an open article, it shall be handled in accordance with Article 8.
- 1. If an article contains any content which slanders or defames another user or a third party
- 2. If it is spam-style and unnecessary advertising material
- 3. If its content pertains to criminal acts
- 4. If it impinges upon another user’s or a third party’s rights, such as copyrighting
- 5. If obscene material is included in its video, photo or web link
- 6. If it content is regarded as an infringement of other governing laws
- ⑤ The operator in charge of the bulletin board or an administrator of the Office of Information Systems & Technology has the authority to move an open article to another suitable bulletin board or eliminate it from an existing bulletin board at the request of the operator in charge of the bulletin board and impose restriction, suspension or deprivation of access qualifications, if necessary, upon a user whose article meets any one of the conditions in Clause ④.
Article 7 (Community)
- ① The operation of a community shall conform to each of the following:
- 1. A community operator shall always monitor the contents of articles posted on the community board.
- 2. In the case that a posted article belongs to Clause 4 of Article 6, it shall be treated in accordance with the following provisions:
- A. If a member of a community spots an improper article, the member shall report it to the community operator.
- B. After elimination of an improper article from the community board, a community operator shall post a notice about this fact on the community board to prevent any recurrence of similar events and report on the process of registration and handling of a given article to an administrator of the Office of Information Systems & Technology.
- C. An administrator of the Office of Information Systems & Technology can restrict a community member's access at the request of an operator.
- 3. In the event of non-fulfillment of aforesaid provisions in Condition 2, a community operator will be granted a warning, and in the case that a community operator receives a warning three times, this community will be shut down accordingly.
- 4. With regard to the community shutdown, a notice on the shutdown will be e-mailed to the operator of the community with no new postings in the past 1 year, and the shutdown will be suspended for one month.
Article 8 (Procedure for the Settlement of Online Disputes)
In the case that online disputes occur due to the articles posted on the bulletin board, community, and blog, they shall be settled according to the following procedure:
- ① If an objection is raised to a particular article governed by Clause 4, Article 6, the Chief Information Officer shall request its handling to the competent office (department) pursuant to Chapter 2, University Rules, and suspend the exposure of that article until receiving a response from the competent office (department), and this shall be notified to the person who posted it.
- ② After receiving a request with regard to Clause 1, the competent office (department) shall handle such objection. If the competent office (department) has difficulty in making a judgement, the Chief Information Officer shall set up a Grievance Settlement Committee for the settlement of a given objection.
Article 9 (Protection of Information)
- ① An operator of system & service linked with the portal shall perform information protection activities under SNU Basic Guidelines for Security of Information & Communication and SNU Guidelines for Protection of Personal Information.
- ② Both the operator and the user of services via the portal shall observe each of the following pursuant to the SNU Guideline for Protection of Personal Information.
- 1. During access to the portal, they shall be cautious about disclosure of personal information on not only themselves but also other people.
- 2. Personal information regarding others (i.e. name, organization, position, contact, e-mail address, etc.) available via the portal shall be neither collected without permission nor exposed to the outside.
- 3. They are forbidden to post an article slandering or defaming a certain individual on the bulletin board or the archive within the portal.
- ③ If is proven that a certain user has attempted illegal access or has gained access via illegitimate channels, this user shall be forbidden to access the portal and even face punishment depending upon the circumstances in accordance with relevant laws.
- ④ The modification and management of user passwords shall be governed by Article 5: Modification & Management of Password, SNU Guidelines for Account Management.
- ⑤ In the case that an information security accident or information protection problem occurs due to the system and service linked with the portal, the given organization shall be liable for the corresponding outcome.
- ⑥ If an information security accident or information protection problem occurs due to a user's negligence, this user shall assume individual liability for the result.
Supplementary Rules
① (Enforcement Date) This guideline takes into effect as of the date of promulgation.
